Analysis “Achieving the European Level of Rule of Law and Quality of Institutions”

Analiza vladavine prava i institucija Srbije

Within Platform for societal dialogue “Sustainable Development for All”, the Centre for Advanced Economic Studies (CEVES) has published an analysis titled “Achieving the European Level of Rule of Law and Quality of Institutions” which aims to contribute to the fulfillment of Agenda 2030 in the Republic of Serbia, with a focus on Sustainable Development Goal 16 – Peace, Justice, and Strong Institutions. The analysis addresses a limited number of priorities related to SDG 16, focusing on issues highlighted in the European Commission's latest 2020 Serbia Progress Report.

Peace, justice, and the rule of law are the foundation for achieving all sustainable development goals, including Goal 16, and at the same time represent a conditio sine qua non in Serbia's EU accession process. To avoid a formal tick-the-box approach to monitoring the achievement of Goal 16, Serbia should develop its own specific instrument, both national and local, tailored to Serbian needs, real and demonstrable. Serbia should do this within the framework of the EU accession process, using the available technical, financial, and expert support from EU institutions, member states, and other international organizations. Special emphasis should be placed on improving the functioning of democratic institutions, combating corruption, and enhancing strategic and political planning, as these are the most important elements for establishing a development-conducive environment.

For now, the analysis is only available in English.
