Belgrade, October 2–4, 2026 (Friday–Sunday)
The Centre for Advanced Economic Studies (CEVES) is organizing a three-day training for public budget analysis, intended for representatives of civil society organizations (CSOs) in Serbia. The training is implemented with the financial support of the European Union.
Who is it for?
The training is intended for representatives of registered civil society organizations in Serbia engaged in any area of advocacy — prior experience with budget or fiscal analysis is not required.
We particularly invite organizations working on social protection, environmental protection, human rights, media freedom and transparency, local development, or general public policy monitoring — but the invitation is open to all CSOs for whom the budget is relevant to their work.
What will you learn?
- How Serbia's budget is structured and how it is created, step by step
- How to navigate the Ministry of Finance's Budget Portal and key fiscal documents
- How to track spending over time and adjust for inflation to ensure fair comparisons
- How to use specific tools to quickly find and analyze information
- How to participate in public debates and ERP consultations with evidence-based arguments
- Practical experience through a simulation of a real budget consultation with „ministry officials“

The application takes a few minutes. We recommend preparing a brief description of a specific budget issue that your organization is currently monitoring or plans to analyze before filling out the form — this aids the selection process.
Selection criteria
If the number of applications exceeds the available spots, priority will be given to applications that:
- clearly link budget analysis to the organization's specific, ongoing, or planned advocacy initiatives;
- demonstrate a willingness to share the acquired knowledge within their organization after the training.
