Within Platform for societal dialogue “Sustainable Development for All”, the Centre for High Economic Studies (CEVES) published an analysis titled “The Path to Social Consensus on Key Goals of Sustainable Urban Development”, whose aim is to contribute to the fulfillment of Agenda 2030 in the Republic of Serbia, with a focus on Sustainable Development Goal 11 – Sustainable Cities and Communities. The document includes an overview of key challenges in the implementation of strategic priorities of urban development, the importance of achieving Goal 11 for balanced territorial development, and an analysis of three complex urban development problems around which there is an undoubted social consensus.
In Serbia, there are only ten regional waste management centers, and 40% of solid municipal waste is disposed of in illegal landfills. Therefore, the first sub-goal within SDG 11 should be solving the problem of solid municipal waste, i.e., establishing a network of regional waste management centers. As a second sub-goal, it is proposed to complete the process of legalizing illegal buildings in Serbia. After five years of applying the Law on Legalization, a total of 364,400 illegal buildings have been registered in Serbia, and only 210,000 positive decisions have been made. The third sub-goal relates to increasing the participation in the development of urban policies that are adopted in a non-transparent process with only formal characteristics of public participation. Recommendations for these three sub-goals resulted from the analysis of strategic documents and positive regulations, as well as qualitative research methods – individual interviews with decision-makers, experts in communal services and environment, and sectoral associations.
