The fact is that public administration, i.e., civil servants, ministries, but also public enterprises, have not been reformed, i.e., professionalized. With public enterprises, the additional problem is that it is no longer only required that someone be easily replaceable, but also obedience. When you demand obedience, you cannot even get a professional with a party affiliation. And because of this obedience, EPS was managed in the way it was, to quickly deliver some requested results without considering what those results do for the company.
Warnings from the World Bank and the IMF about the reform of public enterprises are not enough, while political will is the main problem.
