In the report, we present an additional factor, which we expect to play an even more important role now that economic growth has accelerated in Europe and Serbia's fiscal adjustment has been completed. In an atypical economic structure: there are sophisticated economies and skills and resources, but they are limited in size and have an unorganized distribution – similar to a leopard's skin – both in industry and geographically. This structure is a consequence of the slow and uneven transformation of the traditional economy – built in socialist times – during the country's long transition, which has led to uneven deterioration and loss of skills and resources held within it.
