Strengthening CEVES’ and CSO’s capacities to monitor finance policy choices

This EU-funded institutional grant strengthens CEVES’ capacity in its role as member of the National Convention on the European Union (NCEU) Council (since 2018) and Coordinator of  the working group for Chapter 17 – Economic and Monetary Policy, and CEVES’ ability to strengthen the CSO’s community capacity to advance true reform implementation through a better and more detailed understanding of public funding mechanisms and alignment with policy priorities in Serbia. The project enhances Serbia’s CSOs’  analytical and advocacy capabilities to provide independent, data-driven assessments of Serbia’s structural reform efforts, with a particular focus on reforms outlined in the EU Growth Plan and the country’s Economic Reform Programme (ERP).

The project centers on the development of three new monitoring tools — macro-budget, convergence alignment, and reform agenda monitoring — each underpinned by innovative indicators and supported by the launch of a public-facing Power BI dashboard. It also includes the production of a flagship report tracking structural reform expenditure, designed to provide high-quality evidence to domestic and EU-level stakeholders.

The project focuses on developing three new monitoring tools — a macro-budget, convergence alignment monitoring, and reform agenda monitoring — each based on innovative indicators and supported by the launch of a publicly accessible Power BI platform (dashboard). It also includes the development of a flagship report on the costs of structural reforms, intended to provide quality evidence to domestic and EU actors.

Internally, the grant allows CEVES to further professionalize its systems and strengthen knowledge management through strategic learning sessions, enhanced team communication practices, and improved public engagement approaches. Activities are complemented by regular newsletters, social media campaigns, and technical coordination of the WG17 platform (focused on Chapters 17 & 32 of Serbia’s EU accession process).
