The healthcare sector in Serbia was one of the sectors affected by scarce reforms, which are usually associated with the transition process. One of the biggest problems at the beginning of the healthcare reform process was the deficit of reliable data that would create a basis and enable evidence-based policy creation and monitoring within the healthcare sector. In order to improve the sector's performance, policymakers needed reliable data on the quality of financial data used for healthcare, their sources, and how they are used. In this paper, indicators obtained from national health accounts provide evidence of spending patterns for all sectors – public and private, different healthcare activities, and service providers. The data were used for the following assessment: an expenditure assessment which represents the main direction of healthcare system reforms.
