Analysis of Labor Market and Workforce Needs in the Context of Migration Management The event was held with the support of the global programs of German Development Cooperation „Migration for Development“ (PME) and „Migration and Diaspora“ (PMD), implemented in Serbia by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Ministry of Labour, Employment, Veteran and Social Affairs, the National Employment Service, and the Commissariat for Refugees and Migration. The programs are financed by the German Federal Ministry for Economic Cooperation and Development (BMZ). The global PME program aims to contribute to improving the living conditions and prospects of people to remain in their country, both now and in the future. Through measures for the development of qualifications and skills, the PME program supports the economic and social reintegration of returnees in local communities after their return, as well as the economic and social prospects of the local population. The program helps individuals to achieve their potential in the Serbian labour market and provides support to those seeking education, training, or trying to start their own business in Serbia.
At the same time, the global PMD program focuses on strengthening key actors in order to best leverage the positive effects that regular migration and diaspora engagement have on local social and economic development. The project strongly supports migration management, i.e., political, organizational, and strategic development related to migration. With the support of PMD, the Government of Serbia prepared and adopted the first Strategy on Economic Migration for the period 2021-2027, as well as the accompanying Action Plan for the period 2021-2023. Both programs offer comprehensive advice at DIMAK Serbia – the German Information Centre for Migration, Vocational Training and Career.
In this context, a labour market analysis was conducted based on precise and up-to-date data and other relevant employment and employability indicators. Building on the results of the labour market analysis, an analysis of factors influencing economic migration was carried out. The analysis aims to implement Activity 2.2.2 of the Action Plan (2021-2023) of the RS Strategy on Economic Migration (2021-2027) – analysis of the labour force potential in the context of emigration. The goal of implementing the strategy is to contribute to slowing down the emigration of the working population, establishing a system for managing economic migration, strengthening capacities for retaining highly qualified workers in the country, as well as attracting such profiles from abroad.
