Partner: United States Agency for International Development (USAID)
Year: 2007
The objective of this project was related to the implementation of a prior evaluation of the USAID Community Revitalization through Democratic Action (CRDA) program and the Serbia Enterprise Development Project (SEDP). CRDA and SEDP were among the most important projects that USAID implemented in Serbia, with the aim of strengthening democratic processes and Serbia's transition. During these programs, more than 200 million USD was spent to achieve the desired goals. The project assessed the socio-economic impact of these two programs. The focus of the assessment related to: employment created as a result of CRDA activities; additional income; additional agricultural sales; created full-time equivalent jobs. The assessment included both direct and indirect impacts of the programs. In addition, to adequately assess the economic activities within the programs and determine the types of projects that had a greater relative impact, a cost-benefit analysis was performed. The assessment had to provide solutions for a number of issues, including frequent changes in program objectives and priorities; and the multidimensionality of the CRDA program, which added complexity to defining priorities.
